I have the honour to acknowledge receipt of

Your Excellency's letter of November 14th last on the

subject of the addition of an article, dealing with the acceptance and conveyance of postal matter, to the Anglo-

Chinese Hongkong Customs Agreement. You state that it

must be made clear whether this is the last time that the

Chinese Government wish to alter the agreement, and whether,

if the addition of this article is made, it will be

published and the provisions of the agreement agreed to and

put into force.

In reply I have the honour to state that, with

the exception of the addition to the above mentioned

agreement of the article concerning the conveyance of

Chinese postal matter, no further alteration will be made;

and after its addition the provisions of the agreement will

be agreed to and put into force.

It is hoped that Your Excellency will now

give your consent to the insertion of the article in

question and inform me accordingly.
